MOUNms VfE—W Off Sale Liquor Licensing Study/Report —January 2, 2018 Council Workshop Background: At their April 11, 2016 Council meeting the City of Mounds View adopted Resolution 8551 that placed a moratorium for six months on the issuance of any new off -sale intoxicating liquor licenses within the City boundaries. Additionally, the resolution directed a study to be conducted specific to answering five questions which were; (1) Determine the number of off -sale liquor establishments that may locate in the City. (2) Analyze the relationship between off -sale liquor stores and criminal activity. (3) Determine if any additional official controls should be used to regulate the sale of intoxicating liquor. (4) Determine whether there should be a minimum distance separation requirement between off - sale liquor stores, (5) Determine in which zoning district such licensed business may operate. The moratorium was first adopted on November 15, 2016 and extended (several times) in six months and on August 14, 2017 the Council extended the moratorium again for a full year. Since this time we have had at least one request for an additional new license. Current License Holders: At present, Mounds View has three licensed Off -Sale Intoxicating Liquor Stores along with two limited licenses — 3.2% alcohol content. AB (C) Liquor — 2840 Mounds View Boulevard (NOTE — Closed sometime October -December 2017) Merwyns — 2577 Mounds View Boulevard — Approximately 100,000 sq. ft. of floor space. Vino & Stogies — 2345 County Road HD- Approximately 15,000 of floor space Super America (3.2%) — 2640 County Road I — Approximately 750 sq. ft. of floor space Snapp Market (3.2%) — 2408 County Road I — None, awaiting insurance certificate. Research Conducted: 1. Research and review of applicable state statutes 2. Research and review of Department of Public Safety—Alcohol and Gambling regulations and documents. 3. Online search using web browser using keywords from 5 study questions. 4. Utilization of League of Minnesota Cities Listserve's. 5. Site visit to each location. 6. MV Police Department Reporting and Crime Data.
