MOUNms VfE—W <br />Off Sale Liquor Licensing Study/Report —January 2, 2018 Council Workshop <br />Background: <br />At their April 11, 2016 Council meeting the City of Mounds View adopted Resolution 8551 that placed a <br />moratorium for six months on the issuance of any new off -sale intoxicating liquor licenses within the <br />City boundaries. Additionally, the resolution directed a study to be conducted specific to answering five <br />questions which were; <br />(1) Determine the number of off -sale liquor establishments that may locate in the City. <br />(2) Analyze the relationship between off -sale liquor stores and criminal activity. <br />(3) Determine if any additional official controls should be used to regulate the sale of intoxicating <br />liquor. <br />(4) Determine whether there should be a minimum distance separation requirement between off - <br />sale liquor stores, <br />(5) Determine in which zoning district such licensed business may operate. <br />The moratorium was first adopted on November 15, 2016 and extended (several times) in six months <br />and on August 14, 2017 the Council extended the moratorium again for a full year. <br />Since this time we have had at least one request for an additional new license. <br />Current License Holders: <br />At present, Mounds View has three licensed Off -Sale Intoxicating Liquor Stores along with two limited <br />licenses — 3.2% alcohol content. <br />AB (C) Liquor — 2840 Mounds View Boulevard (NOTE — Closed sometime October -December 2017) <br />Merwyns — 2577 Mounds View Boulevard — Approximately 100,000 sq. ft. of floor space. <br />Vino & Stogies — 2345 County Road HD- Approximately 15,000 of floor space <br />Super America (3.2%) — 2640 County Road I — Approximately 750 sq. ft. of floor space <br />Snapp Market (3.2%) — 2408 County Road I — None, awaiting insurance certificate. <br />Research Conducted: <br />1. Research and review of applicable state statutes <br />2. Research and review of Department of Public Safety—Alcohol and Gambling regulations and <br />documents. <br />3. Online search using web browser using keywords from 5 study questions. <br />4. Utilization of League of Minnesota Cities Listserve's. <br />5. Site visit to each location. <br />6. MV Police Department Reporting and Crime Data. <br />
