An internet search specific to impact on property values was disappointing specific to empirical <br />research. Voluminous anecdotal evidence of cities grappling with decisions to increase the number of <br />off -sale establishments and local residents opposing over concern in causing a deleterious impact on <br />their property. The City of Chicago regulates all intoxicating beverage issues via a liquor commission <br />which acts, when needed — in a judicial mode. One such case resulted in their findings stating there was <br />a preponderance of evidence that a relationship existed specific to the increase in criminal activity but <br />conversely, opponents did not provide sufficient evidence to meet the preponderance standard specific <br />to property value impact. The Commission voted to deny but only based on the criminal. <br />Bing-ru Teh's paper is citied in numerous articles, "hits", other papers specific to this issue as his <br />research found that in the low socio-economic areas, the presence of a liquor store; because of the <br />increase in crime, was a disamenity that could result in a devaluation up to 4% of the comparable <br />market. <br />5 <br />
