Mounds View City Council December 11, 2017 <br />Regular Meeting Page 7 <br />1 Council Member Hull requested further comment from the developer and what percentage of the <br />2 development would be allowed to be Section 8. City Planner/Supervisor Sevald deferred this <br />3 question to the developer. <br />4 <br />5 Chris Stokka, MWF Properties, anticipated the rent levels would not allow for 40% of the <br />6 building to be Section 8, however he reported he could not discriminate against this either. He <br />7 reported that all renters would require a criminal, credit and landlord reference. He stated this <br />8 property would be participating in the Crime Free Multi Housing program. <br />9 <br />10 Mayor Mueller asked what would happen after the property was built. Mr. Stokka explained this <br />11 property would be owned for 30+ years by MWF. He reported the property management would <br />12 be handled by Volair Property Management. He thanked Staff and the Council for working with <br />13 him on this project. He stated he was pleased with the final project. <br />14 <br />15 Mayor Mueller questioned if the developer would work to save existing trees on the site. Mr. <br />16 Stokka indicated he would be saving as many trees as possible after hearing feedback from the <br />17 neighborhood. He stated these trees would serve as a buffer between his development and the <br />18 existing homes. <br />19 <br />20 Council Member Meehlhause inquired if renters within "Boulevard" would be 100% responsible <br />21 for their rent. Mr. Stokka reported this was the case. <br />22 <br />23 Mayor Mueller recommended the development have more than three underground handi-cap <br />24 parking stalls given the fact the property would have four accessible units. <br />25 <br />26 Mayor Mueller asked if this was a 55 and older community. Mr. Stokka explained that this <br />27 would not be an age restricted community. <br />28 <br />29 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 8777, <br />30 Approval of the Preliminary Plat of "Boulevard". <br />31 <br />32 Mayor Mueller thanked the public for bringing forward their comments and concerns regarding <br />33 this development. <br />34 <br />35 Ayes — 5 Nays — 0 Motion carried. <br />36 <br />37 C. Resolution 8778, Approval of the Development Review of "Boulevard". <br />38 <br />39 City Planner/Supervisor Sevald discussed the Development Review for Boulevard and <br />40 recommended approval. He noted <br />41 <br />42 City Planner/Supervisor Sevald asked if the handicap parking requirements should be added as a <br />43 condition for approval. Mayor Mueller stated this was simply a request being made to the <br />44 developer and did not need to be made a condition for approval. <br />45 <br />
