Mounds View City Council November 27, 2017 <br />Regular Meeting Page 6 <br />2 Ayes — 5 Nays — 0 Motion carried. <br />3 <br />4 D. Resolution 8855, Accepting Improvements and Approve Final Payment for <br />5 Silver View Trail Rehabilitation. <br />6 <br />7 Public Works Director Peterson requested the Council accept improvements and approve final <br />8 payment for the Silver View Trail Rehabilitation. He explained this project started in 2014 when <br />9 design services were ordered. He stated in 2015, the City moved the project forward and ran into <br />to problems with several easements, which delayed the project one year. He reported the project <br />11 was completed in the fall of 2016 and 5% of the project was held by the City until the final punch <br />12 list items were completed. He indicated this project came in $50,500 under budget. Staff <br />13 recommended the Council accept the improvements and approve the final payment. <br />14 <br />15 Mayor Mueller thanked City Attorney Riggs, Public Works Director Peterson, City <br />16 Administrator Ericson, and Interim City Administrator Zilmund for working so diligently on the <br />17 easement issues in order to complete this trail segment. <br />18 <br />19 MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 8855, <br />20 Accepting Improvements and Approve Final Payment for Silver View Trail Rehabilitation. <br />21 <br />22 Council Member Meehlhause stated residents were very pleased with how this trail turned out. <br />23 He thanked former Public Works Director Erickson for his assistance on this project. <br />24 <br />25 Ayes — 5 Nays — 0 Motion carried. <br />26 <br />27 E. Resolution 8859A, Approving the Hire of Nicholas Henly as Building <br />28 Official. <br />29 <br />30 City Planner/Supervisor Sevald requested the Council approve the hire of Nicholas Henly as the <br />31 City's Building Official. He reported the City has had a vacancy in this position since late <br />32 September. The City has been contracting these services in the interim. He commented on the <br />33 hiring process and noted the City had seven applicants apply for this position. After completing <br />34 interviews, staff recommended the hire of Nicholas Henly. He also recommended this position be <br />35 changed from non-exempt to exempt. <br />36 <br />37 Council Member Gunn asked why staff was recommending a change to the exempt status. City <br />38 Planner/Supervisor Sevald explained this change would remove the hourly rate and allow the <br />39 building official to work more than 40 hours per week if a storm situation were to arise. Interim <br />40 City Administrator Zikmund reported the newly approved job description points to this position <br />41 being exempt. <br />42 <br />43 Mayor Mueller questioned when Mr. Henly would be starting with the City. City <br />44 Planner/Supervisor Sevald stated Mr. Henly would begin working for Mounds View on January <br />45 2, 2018. <br />
