MOOMes"Evv <br />City of Mounds View Staff Report <br />Item No: 9.A. <br />Meeting Date: January 8, 2018 <br />Type of Business: Council Business <br />Administrator Review2 <br />!�-_7 <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, Interim City Administrator <br />Item Title/Subject: Resolution 8887, Approving Differential Pay for Sarah David <br />and Adoption of New Policy <br />Introduction: <br />Policy Chief Harder was recently notified by Patrol Officer Sarah David that she had <br />received deployment papers specific to her National Guard Reserve duties and obligation. <br />Discussion: <br />Minnesota State Law provides that employers grant time off for military service and <br />guarantee their job upon return. The law is permissive to what compensation the employer <br />is required to pay. Officer David will receive compensation from the Military for her <br />deployment service, however, it is no commensurate with her pay/compensation at the City <br />of Mounds View. <br />The City may provide what is called "differential pay" which equates to the difference <br />between her Military pay and Mounds View Pay. <br />The Personnel Committee which is comprised of Councilmembers Hull and Meehlhause <br />and Hull as well as Administrator Zikmund and Human Resource Coordinator Ewald met to <br />discuss and their recommendation is twofold; provide differential pay for Officer David for <br />her official deployment time of January 16 to approximately May 15th and develop a policy <br />to address future deployments of Mounds View employees should they occur. <br />The estimated amount of differential pay is $14.51 per hour or approximately $10,050 over <br />the four months. <br />Attached to this Staff Report is the draft policy for initial feedback, if further discussion is <br />needed it can be scheduled for the February 4, 2018 workshop. <br />Nyl ikm d <br />Cit' Admi istrator <br />
