Biggerstaff, Assistant City Attorney <br />RE: Regulation of Firearms <br />This memorandum seeks to address broadly the scope of allowable regulations related to firearms. <br />Specifically, this memorandum will address the current city code provisions related to firearms in <br />relation to a proposed indoor firing range to be potentially constructed within the city. This <br />memorandum does not seek to address entirely the ongoing debate surrounding firearms <br />regulations. <br />I. Background <br />The city of Mounds View (the "City") and the Mounds View Economic Development Authority <br />(the "EDA") have been in ongoing discussions with INH Properties, Inc. (the "Developer") <br />regarding a proposed development to be located within the City. The EDA currently owns a parcel <br />of real property, and the Developer and EDA have entered into a preliminary development <br />agreement related to that land (the "Property"). In conjunction with the potential development of <br />the Property, the Developer seeks to purchase the Property from the EDA. <br />Included in the Developer's latest development plan is the construction and operation of a mixed- <br />use development. One of the retail uses which is being proposed to be constructed is an indoor <br />shooting range facility. At the current stage, the proposal is simply a proposal. However, because <br />of this proposal, more general questions have been raised about the current City Code as it relates <br />to firearms regulation. <br />514948v2 AMB MU205-46 <br />
