City Administrator F.ricso gested <br />> tie discussed at a future meeting with a formal Resolution. He indicated the Police Chie as <br />prepared to bring a Resolution to the Council at their November 14u' meeting. <br />E. Second Reading and Adoption of Ordinance 864, an Ordinance Amending <br />Chapter 1008 of the Mounds View Municipal Code regarding Dynamic <br />Display Signs. <br />City Administrator Ericson indicated the first reading of this Ordinance was completed on <br />September 26a'. He explained the hold time for on-site dynamic signs within City Code was set <br />at ten seconds and it was recommended the hold time be reduced to four seconds. Another <br />discussion point for consideration was the brightness of dynamic display signs. He <br />recommended 500 nits at night and 7500 nits during the day. The night display was more of a <br />concern than during daytime hours. <br />City Administrator Ericson stated that dynamic display billboards would only be located along <br />the 35W corridor and would need to be 1,000 feet from any residential neighborhood. This <br />would ensure that no single family homes would be viewing the glow of a dynamic display <br />billboard. The differences between onsite and offsite display signs were discussed He indicated <br />the use of dynamic displays signs at churches, schools, or businesses within a residential district <br />would be required to have amber light. Staff recommended approval of the Ordinance revising <br />Chapter 1008 of the Mounds View Municipal Code regarding dynamic display signs. <br />Council Member Hull felt the use of a dynamic display sign at neighborhood businesses could be <br />disruptive to the adjacent neighborhood. City Administrator Ericson commented the dynamic <br />displays in neighborhoods could be addressed separately through a Zoning Code amendment. <br />W. McCarver stated the 1,000 foot requirement from a residential neighborhood could affect the <br />north face of the billboard on Program Avenue. He indicated the south side of the billboard <br />could be converted without affecting the residential district. <br />
