Mounds View Planning Commission <br />Regular Meeting <br />July 6, 2016 <br />Page 5 <br />There was Commission consensus to allow ADU's on second story, third story or in a basement <br />as a permitted use so long as there were no structural changes. Discussion ensued regarding <br />exterior stairwells. <br />Commissioner Klander believed that if the unit required a building permit, the neighbors should <br />be notified regarding the ADU. <br />Planner Sevald questioned if an ADU should be a permitted or conditional use for new <br />construction homes with a detached garage with an apartment unit. <br />Chair Stevenson did not believe that this should be a conditional use since the home would be <br />constructed in this manner. <br />Commissioner Klebsch agreed stating the ADU would be a part of the original footprint of the <br />home and garage. <br />Commissioner Love encouraged the City to keep aesthetics in mind for this code amendment. <br />Planner Sevald thanked the Commission for all of the input. He stated he would revise the text <br />amendment and report back at a future meeting. <br />6. Other Planning Activity <br />None. <br />7. Reports <br />A. Upcoming Planning Cases & Activity <br />Planner Sevald discussed upcoming planning cases. <br />B. Staff Updates <br />Planner Sevald provided the Commission with an update from staff. He noted over 500 homes <br />were without power from the recent storm. He hoped this number would decrease quickly as <br />time goes on. <br />C. Council Updates <br />Council Member Meehlhause provided the Planning Commission with an update from the City <br />Council. He commented on the Comprehensive Plan task force that would be created to assist <br />with updating this document. He noted the Council would begin the 2017 budgeting process in <br />
