Planning Case MU2016-003 <br />November 16, 2016 <br />Page 2 <br />Analysis: Development Review <br />The Development Review process includes a review of the proposed site plan, building <br />appearance, landscaping, and parking plans. The review allows the City Council to <br />reduce landscaping and parking by 15%, under certain conditions. <br />ZONING <br />Existing Zoning: 1-1 Industrial <br />Existing Comprehensive Plan: Institutional <br />The existing and proposed buildings are classified as "Governmental and public utility <br />building and structures", which is a permitted use in the 1-1 District.' <br />Adjacent zoning and land use: <br />Zoning Existing Land Use <br />North: R-4 High -Density Residential Duplexes & Quadplexes <br />East: 1-1 Industrial Public Works (water reservoir) <br />South B-3 Highway Business City Hall Park (ballfield) <br />West: B-3 Highway Business Retail (former Snyders) <br />The County Road 10 Overlay District2 applies to all properties within 200' of Mounds <br />View Blvd (Co Rd 10), unless the underlying district is zoned 1-1 Industrial. The Overlay <br />District includes additional requirements, such as building facades consisting of a <br />minimum of 50% masonry and a minimum of 15% of the site preserved as open space. <br />Within the 1-1 Industrial District, there are no requirements for a building's exterior <br />appearance. <br />BUILDING FACADE <br />The proposed building facade appearance is compliant with City Code. In general, the <br />Maintenance Building is divided into three parts; office (masonry), cold -storage (metal <br />panels), and maintenance garage (pre -fabricated masonry).
