Narrative from Applicant <br />Biolife Plasma Services <br />""PT <br />"SWAG June <br />Narrative <br />June 23.2014 <br />PROJECT NARRATIVE <br />Biolife Plasma Services <br />Build to Suit proposes to secure a land purchase from for development of a proposed Biolife <br />Plasma Donation facility. The land is currently being platted and consists of approximately 6.7 <br />acres and located north of County Highway 10, south of County Road H2, west of Woodale <br />Drive. After beginning of construction the property will be platted again to sub -divide the north <br />and south have. Biolife proposes to develop on the south have and potentially sell the north <br />half for future development. The south half that will pertain to the proposed biolife project is <br />approximately 3.6 acres in size. <br />The proposed Biolife Plasma Services building is approximately 16,692 square feet. The <br />business operation is generally described as follows: at will customers frequent the facility to <br />donate plasma. The plasma donation process typically takes about an hour to hour and a <br />half. Donators are financially compensated for their donation and are only allowed to donate 2 <br />times per week. The plasma is utilized in various products, primarily medical products that <br />help save lives. <br />Biolife Plasma Services requires parking typically in excess of City Ordinance. Below is the <br />justification, Biolife has approximately 40 full time employees and 72 customer donation beds. <br />This totals the need for 112 parking stalls, however, as employee's shifts change there is a <br />need for additional parking, slightly less than 40 stalls, this leaves a small remainder of stalls <br />for customers that are waiting to donate when all the beds are full. This required parking <br />analysis is based on a long standing business operation model that has been continuously <br />reviewed to minimize required parking needed to maintain a successful business operation. <br />This project site is located within the area that was previously developed as the JLN <br />Development. There is a regional storm water management detention basin that was <br />previously designed to accommodate the development of this site. The previously approved <br />drainage report and calculations are included in the new drainage report submitted with this <br />submittal. <br />The overall project is anticipated to start construction during the summer/fall of 2014 and be <br />operational mid -year 2015, however, the actual project schedule is dependent on the approval <br />from Rice Creek Watershed District and the City of Mounds View. <br />11pagc <br />
