RESOLUTION 8946 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />REJECT RECEIVED BID FOR GREENFIELD AND GROVELAND PARKS, <br />TENNIS AND BASKETBALL COURT REHABILITATION AND <br />AUTHORIZE TO RE -ADVERTISE <br />WHEREAS, The Parks, Recreation and Forestry Commission along with Public <br />Works Staff have been evaluating options for the tennis and basketball court surfaces at <br />Greenfield and Groveland Parks; and <br />WHEREAS, the playing surfaces vary in age and condition and multiple options <br />were considered for improvements. Ideas included total reconstruction, resurfacing or <br />placing a tile system; and <br />WHEREAS, Fred Kolkman of Fred Kolkman Tennis & Sport Surfaces LLC was <br />contacted to perform the evaluations and provide the Commission a report for options for <br />all the playing surfaces in the Parks, and provided plans and specifications for the <br />rehabilitation of the tennis and basketball courts at Greenfield and Groveland Parks; and, <br />WHEREAS, the project was advertised for bid and a Public Bid opening was held <br />on April 2, 2018 at 10:00 a.m. and the City received one bid from Omann Contracting <br />Companies Inc.; and <br />WHEREAS, the submitted base bid was for $164,650.00 with an Alternate 1, for <br />fencing, at $5,300.00, with a unit price at $25.00 per cubic yard.; and <br />WHEREAS, Public Works Staff received a call form Omann Contracting <br />Companies Inc. indicating there was a problem with the bid and wanted to submit an <br />adjusted bid; and <br />WHEREAS, The new base bid was now $184,350.00, Alternate 1 now at <br />$17,550.00, the cost per cubic yard remained at $25.00 per cubic yard; and <br />WHEREAS, with this change Public Works Staff was not comfortable with moving <br />forward and discussed the situation with the City Administrator, Finance Director and the <br />City Attorney. <br />WHEREAS, the consensus is that the City Council should for reject the bid and <br />authorize re -advertising for this project. <br />
