Housing Maintenance, Rehabilitation and Redevelopment <br />Because Mounds View is a fully developed suburb with aging housing stock and lower income <br />levels, a major concern of the City is the maintenance, rehabilitation and redevelopment of <br />housing. The City is providing and promoting programs the most in these areas. The following <br />is a listing of the programs offered to Mounds View residents. <br />City of Mounds View: <br />Mounds View Home Improvement Loans: <br />. Demolition Loan <br />. General Home Repair Loan <br />. Code Enforcement Loan <br />• Emergency Deferred Loan <br />Conduit Revenue Bonds <br />Housing Revenue Bonds <br />Rental Housing Licensing (since 1970) — the City inspects 25% of rental units each year <br />Enforcement of the Local Housing Maintenance Code (code adopted in 1974) <br />CDBG Supported Rehabilitation Programs <br />Foreclosure Awareness & Prevention Workshops <br />Participation in the Livable Communities Local Housing Incentives Program to access <br />funding resources through the Local Housing Incentives Account, Livable Communities <br />Demonstration Account and the Tax Base Revitalization Account. <br />North Metro Housing Resource Center: <br />Mounds View Manufactured Housing Program loans <br />MHFA Fix Up Fund Loan <br />MHFA Rental Property Loans <br />MHFA Rehabilitation Loans <br />Neighborhood Energy Connection: <br />Energy Conservation Deferred Loan <br />Mounds View Home Energy Loans <br />Ramsey County: <br />FirstHOME Buyer Assistance <br />CDBG and HOME funds for multi -family housing loans <br />Local Initiatives <br />Economic Development Authority: The City created an EDA in March 1994. One of the <br />objectives of the EDA is to provide housing opportunities for residents. The EDA is currently in <br />the process of creating new home improvement loans for Mounds View residents. <br />Local Official Controls and Approvals: The City of Mounds View is continually reviewing <br />the Zoning Code and making changes as needed. <br />10 <br />
