The commercial districts are established to accomplish the general <br />purpose of this chapter and the Comprehensive Plan and for the following specific purposes: <br />(1) To group compatible business uses which will tend to draw trade that is <br />naturally interchangeable and so promotes the business prosperity and public convenience; <br />(2) To provide an adequate supply of business and professional services to <br />meet the needs of the residents; and <br />(3) To promote a high quality of total commercial development and design <br />that produces a positive visual image. <br />(1976 Code, § 36.01) <br />(B) Intent. The specific intent of each commercial district is as follows. <br />(1) C-1, shopping center commercial district.
