Mounds View City Council May 14, 2018 <br />Regular Meeting Page 3 <br /> <br />8. COUNCIL BUSINESS <br />A. Resolution 8954, Adopting a Five Year Financial Plan for 2019 through 2023. <br /> <br />Finance Director Beer requested the Council adopt a five-year financial plan for 2019 through <br />2023. He reviewed the proposed financial plan with the Council noting this plan was a work in <br />progress document. He reported this document would be posted on the City’s website after being <br />approved by the Council. <br /> <br />Brian Amundsen, 3048 Woodale Drive, thanked the Council for making the Council packet <br />information available on the City’s website. He asked what percentage increase the City was <br />anticipating for the coming years’ tax levy. Finance Director Beer estimated this to be 4%. <br /> <br />Mr. Amundsen commented on the number of vehicles the City had in the Public Works <br />Department and encouraged the Council to review their replacement schedule and if the City <br />needed to maintain this number of vehicles. Mayor Mueller explained how the City assigned a <br />life to each vehicle and piece of equipment it owns. <br /> <br />Mr. Amundsen discussed the park maintenance shortfall the City would have. He encouraged the <br />City to continue to set aside funds for its parks and their maintenance. Finance Director Beer <br />clarified all park maintenance was covered by the General Fund. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8954, <br />Adopting a Five Year Financial Plan for 2019 through 2023. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Resolution 8952, Accept Bid and Award Construction Contract to Northwest <br />Asphalt for the Business Park North Street Rehabilitation (Program Avenue, <br />Quincy Street, Woodale Drive, Clifton Drive). <br /> <br />Public Works Director Peterson requested the Council accept bid and award a construction <br />contract to Northwest Asphalt for the Business Park North Street Rehabilitation project. He <br />reported this project was advertised for bids in March and the bids were tabulated by Stantec. <br />The lowest responsible bidder was Northwest Asphalt. Staff recommended the Council accept <br />the bid, with alternate one for the Business Park North project for Northwest Asphalt at a cost of <br />$707,748.06 with a 7% contingency, a contract with Stantec in the amount of $19,973.50 and for <br />American Engineering Testing for $12,949.20. <br /> <br />Council Member Meehlhause asked if Northwest Asphalt has completed other projects in the <br />City. Public Works Director Peterson reported Northwest Asphalt completed all of the City’s <br />street improvement projects except for Area I. He explained the City was very pleased with the <br />work they have completed in Mounds View. <br /> <br />Council Member Meehlhause questioned what portion of the project would be assessed to the <br />impacted businesses.
