RESOLUTION NO. 8973 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING THE RAMSEY COUNTY VIOLENT CRIMES ENFORCEMENT TEAM (VCET) JOINT <br />POWERS AGREEMENT (JPA) <br />WHEREAS, The State of Minnesota Department of Public Safety has created and provided <br />grant funding for two multi -agency Violent Crime Enforcement Teams (VCETs), one in Hennepin <br />County and one in Ramsey County; and <br />WHEREAS, The VCET must be established by a Joint Powers Agreement (JPA) and governed <br />by an advisory board with representatives from each participating law enforcement agency and a <br />representative of the County Attorney's Office; and <br />WHEREAS, The Ramsey County VCET is currently comprised of Ramsey County through the <br />Ramsey County Sheriff's Office, the City of Maplewood through the Maplewood Police Department, the <br />City of New Brighton through the New Brighton Police Department, the City of Roseville through the <br />Roseville Police Department, the City of St. Paul through the St. Paul Police Department, and the City <br />of White Bear through the White Bear Lake Police Department; and <br />WHEREAS, The Ramsey County VCET was formed for the purpose of enforcing controlled <br />substance laws and investigating and prosecuting gang and violent crimes, especially felonies that <br />have the likelihood of being related to the distribution of narcotics and/or other cases that have an <br />impact on all Parties; and <br />WHEREAS, On January 1, 2018, the Parties amended the JPA for another one-year term, with <br />four automatic one-year renewal terms; and <br />WHEREAS, On May 3, 2018, the Ramsey County VCET advisory board voted to amend the <br />JPA to add the City of Mounds View/ MV Police Department, as a member of the VCET; and <br />WHEREAS, Legal counsel from each participating city, Ramsey County, and the League of <br />Minnesota Cities have all reviewed and approved the agreement. <br />NOW, THERFORE, BE IT RESOLVED, by the City Council of the City of Mounds View, <br />Ramsey County, Minnesota to approve the attached Ramsey County Violent Crime Enforcement Team <br />(VCET) joint powers agreement. <br />ATTIST <br />(soft) <br />Adopted this 291h day of May 2018. <br />Carol Mueller, Mayor <br />Nyle Zik nd, CA Administrator <br />
