UNAPPROVED <br />H. Consideration granting City authorization to Dave and Mary Peloquin to install a <br />driveway surface at 8333 Groveland Road, two feet from City Property (Groveland <br />Park). <br />I. Public Hearing and Second Reading of Ordinance 634, an Ordinance Implementing <br />a Franchise Fee on Reliant Energy Minnegasco Natural Gas Operations within the <br />City of Mounds View for July 12, 1999 at 7:25 p.m. <br />Mayor Coughlin asked the Council if anyone would like to remove items for discussion. <br />MOTION/SECOND: Marty/Stigney. To approve the Consent Agenda for items A, B, C, D, E, F, G, H, <br />and I as listed above. <br />Ayes — 4 Nays — 0 Motion carried. <br />Council Member Marty stated that, although he did not wish to remove Item 7C of the Consent Agenda at <br />that time, he requested the subject be considered for discussion at a future Work Session. He stated he <br />was aware that the garbage hauler license expiration date was June 30, but would like to look at the <br />possibility of a one or two day weekly work schedule, to allow for the garbage hauling process within the <br />community. He noted that, at present, garbage hauling is conducted throughout the week, and he had <br />received comments regarding the noise associated with the process. He stated that the City of New <br />Brighton had required all garbage haulers to conduct their business on one day during the week, and <br />suggested that this may be an appropriate approach to resolving the problem of excessive noise. <br />Mayor Coughlin stated that it was the consensus of the Council to direct staff to add Item 7C of the <br />Consent Agenda to the future Work Session agenda for further discussion. <br />8. UNFINISHED BUSINESS <br />None. <br />9. RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR <br />Sherry Gunn, 8120 Red Oak Court, speaking on behalf of the Festival in the Park Committee, stated that <br />the Festival in the Park would be taking place on July 10 and July 11. She stated that the festival would <br />be a family-oriented event, and briefly outlined the scheduled events which included a parade along <br />County Road I, the wedding and reception of Ole and Lena, fireworks, and a variety of vendors and food <br />concessions. She extended an invitation to the community to attend the festival. <br />Mayor Coughlin commended Mrs. Gunn for her leadership in the Committee. <br />There were no other requests or comments from the floor. <br />10.
