Stasi is requesting direction for specific and general housing issues. <br />EXISTING PROGRAMS <br />Housing Replacement Program <br />Since 1996, the EDA has facilitated the redevelopment of 2 single-family properties. Currently, 4 <br />additional single-family lots and a four-plex are in the process of being acquired and/or redeveloped. <br />Properties participate in the program on a voluntary basis, so the demand for the program fluctuates. The <br />City has traditionally funded the program exclusively with TIF funds. However, the EDA recently <br />received a $75,000 Community Development Block Grant from Ramsey County for the program. The <br />County funds may be used for the acquisition and redevelopment of lesser -valued property to create low - <br />moderate valued housing. The redevelopment time frame for properties averages one year from the time a <br />property is approved for acquisition. <br />8283 Long Lake Road - The property located at 8283 Long Lake Road has remained vacant for 2 years. <br />At the time the lot was acquired, the EDA chose not to preclude a more comprehensive redevelopment by <br />selling the property as a single lot. The EDA directed staff to market the property to builders and <br />developers for the redevelopment in conjunction with surrounding properties. This mainly due to the size <br />of the lot. (3/a acres) and its proximity to other larger and vacant lots. In addition, the homes directly <br />adjacent to the EDA's lot may also qualify for the Housing Replacement Program. <br />Since the EDA obtained the lot, staff has received great interest in the site from developers, builders and <br />individuals interested in building a home on the lot. However, the city has not obtained additional lots or <br />received formal redevelopment proposals for the larger area. Staff is currently working with the <br />University of Minnesota Design Center to provide conceptual redevelopment scenarios for the area. One <br />option may allow the immediate redevelopment of the EDA's lot without the need for additional <br />properties. Attached are possible designs for the redevelopment of the area. Staff is seeking direction for <br />the redevelopment of the city lot. <br />1) What conceptual redevelopment designs should staff be promoting to developers?
