Work Session; PH: Public Hearing <br />CA: ConsentAgenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor & City Council <br />From: James Ericson, Planning Associate <br />Item Title/Subject: Discussion concerning application for Rezoning and Conditional <br />use permit for an assisted living senior residential facility on vacant <br />land behind Super America, requested by MSP Real Estate. <br />Date of Report: June 29, 1999 <br />Background: <br />MSP Real Estate has made application to rezone the vacant Krause -Anderson property located at <br />2670 County Road I from B-2, Limited Business Commercial to R-4, High -Density Residential <br />and for a conditional use permit to construct and operate an assisted living senior residential <br />facility. According to the applicant, the residents are elderly and unable to care for themselves, <br />many of whom may have Alzheimer's Disease or other forms of elderly dimentia. The proposal <br />would fall under the zoning requirements as outlined in Section 1109.04, Subdivision 2, pertaining <br />to "Nursing homes and other similar group housing". <br />REZONING Discussion: <br />The existing Comprehensive Plan for the City of Mounds View designates the subject property as <br />an area intended for mixed-use development. The comp plan is in the process of being updated, <br />although the proposed land use designation for this area will remain the same. Either the present <br />B-2 zoning or the R-4 zoning would be consistent with this land use designation. The present <br />zoning would allow a commercial use with related traffic flows to operate on this property, which <br />is across the street from Silver View Park and the Silver Lake Woods townhome development. <br />The types of commercial uses that would be allowable in the B-2 district would be retail <br />establishments such as a liquor store, a music or record store, video rental, drug store, or a <br />bakery/deli, among other uses. From a land use planning perspective, it might be more desirable <br />to have a residential type facility in this location for a number of reasons, which may include: <br />1. Would involve minimal on site activity <br />2. Would maintain a separation between the existing residential and commercial uses <br />3. Would not increase traffic on Mounds View Drive <br />4. Would not require intensive lighting <br />5. Would be aesthetically pleasing from an architectural perspective <br />The rezoning would also be consistent with the comprehensive plan in that it addresses Goal #3 of <br />the Residential goals and policies section of the plan, which addresses the provision of housing to <br />meet the needs of all segments of the population, notably groups with specialized_ housing needs, <br />such as the elderly. <br />
