Item No: 05C <br />MOL-NDSVWW <br />Meeting Date: Mar 12, 2018 <br />Type of Business: Consent <br />Administrator Review: .�___'o <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, City Planner/Supervisor <br />Item Title/Subject: Resolution 8926, Approving Joint Powers Agreement among <br />Members of the Ramsey County GIS Users Group <br />Discussion: <br />Geographic Information Systems (GIS) is the collection and management of data used to make <br />maps. In 1995 when the technology was new, a Ramsey County GIS users group was formed. <br />Currently, the users group is governed through a Joint Powers Agreement (JPA) for the purpose <br />of sharing data between member cities/agencies, and conducting special projects. One <br />example of a special project is when aerial photos were flown over the county (2015), additional <br />data was collected calculating impervious surface areas. This data can be used when reviewing <br />plans to add additional impervious surface area. The cost of collecting the additional data was <br />split between the users group and Ramsey County. <br />JPA members currently consist of 21 cities and agencies, including Ramsey County, most cities, <br />watershed districts, and the Roseville School District. Funding is provided by member <br />organizations based on a population formula. The fee for Mounds View is $1,224.01 per year, <br />and is within the adopted 2018 budget. <br />The JPA has been reviewed by the City Attorney, who had a number of comments and <br />suggestions related to the organization of the document, Ramsey County's dual role as a <br />member organization charged with negotiating with Ramsey County (itself), and the structure of <br />the JPA membership. The City Attorney also notes that the cost of correcting this may exceed <br />its benefit, coupled with the limited risk the City has, the JPA could be left as -is. <br />Recommendation: <br />Staff recommends keeping the JPA as -is, and approving Resolution 8926, approving a Joint <br />Powers Agreement among Members of the Ramsey County Geographic Information Systems <br />Users Group, for the term, January 1, 2018 through December 31, 2020. <br />Respectfully, <br />�1�0 <br />Jon Sevald, AICP <br />City Planner / Supervisor <br />Attachments: <br />1.
