of Mounds View Staff R <br />Item No: 5D <br />Meeting Date: March 12, 2018 <br />Type of Business: Consent <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resources Coordinator <br />Item Title/Subject: Resolution 8919 Approving a Memorandum of <br />Understanding between the City and LELS 232 regarding a <br />Training Stipend <br />Introduction: <br />Law Enforcement Labor Services, Inc. is the bargaining group representing both the <br />patrol officers and the sergeants. The Patrol unit is Local 204 while the Sergeants unit <br />is Local 232. <br />Discussion: <br />When the City hires new patrol officers, other officers within the unit provide the field <br />training. The patrol officers who perform the training are referred to as Field Training <br />Officers, and according to the labor agreement with the patrol officers, when the officers <br />are needed to provide this training they qualify for an additional stipend of .75 hours of <br />Compensatory Time per shift. <br />Due to recent changes in the patrol officer ranks, staff that had been certified to conduct <br />such training has been depleted. With the hiring of two new patrol officers, we will need <br />to have sergeants assist in providing field training services. A similar situation requiring <br />sergeants for training occurred in 2011. At that time Council signed Resolution 7756 <br />agreeing to a Memorandum of Understanding (MOU) which put in place in the <br />Sergeants labor agreement stipend for field training. <br />Attached is a MOU approved by the bargaining group, the City Administrator and the <br />City Attorney. To ensure the department is able to provide the new police officer with <br />the training needed, the MOU indicates that the same stipend available to the Patrol unit <br />would be available to the Sergeants unit. <br />Recommendation: <br />Staff recommends approval of Resolution 8919, a resolution approving a Memorandum <br />of Understanding between the City of Mounds View and LELS 232 regarding a training <br />stipend. <br />Respectfully submitted, <br />TL tJJ <br />Rayla ue Ewald <br />Human Resources Coordinator <br />
