Item 08A <br />March 26, 2018 <br />Page 2 <br />For comparison of ordinances, the following is the minimum setback for a front porch on an <br />existing home, assuming the minimum setback for the home is 30': <br />Arden Hills: <br />22.5' <br />Blaine: <br />22.5' <br />Fridley: <br />20' <br />Mounds View (existing): <br />30' <br />Mounds View (proposed): <br />24' <br />New Brighton: <br />24 <br />Shoreview: <br />25' <br />The minimum front yard setback for decks is 5' conditioned upon the deck not exceeding the <br />height of the ground floor of the home (e.g. railings are okay, but no roof)2. While many <br />homeowners have constructed front yard decks, Staff is not aware of any that have taken <br />advantages of the 5' setback. <br />Summary <br />Front porches are an amenity to homeowners and add curb appeal to the home and <br />neighborhood. Allowing front porches to encroach into the front yard setback will encourage <br />homeowners to make this improvement to their homes. <br />Planning Commission Recommendation <br />The Planning commission considered this amendment at its March 7, 2018 meeting, <br />recommending approval of the amendment (Resolution 1083-18). <br />Staff Recommendation <br />The City Council is requested to conduct the First Reading and Introduction of Ordinance 941, <br />an amendment to the Mounds View City Code, Section 1104.01 related to the Setback of Front <br />Porches. <br />A Public Hearing Notice will be published in the New Brighton -Mounds View Sun Focus on <br />March 30, 2018, A Public Hearing is scheduled for Monday, April 9, 2018. <br />ATTACHMENTS <br />1 Example of Front Porches <br />2 Ordinance 941 <br />Respectfully, <br />40'�Qx <br />Jon Sevald, AICP <br />City Planner / Supervisor <br />2 Mounds View City Code, Section 1106.03, Subd 5 (Recreational Facilities) <br />
