MOU-NDS VIEW <br />of Mounds View Staff Report <br />Item No: 02B <br />Meeting Date: April 2, 2018 <br />Type of Business: WS <br />Administrator Review: It <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, City Planner/Supervisor <br />Item Title/Subject: Discussion of Relocation of Ardan Park Compost Site <br />INTRODUCITON <br />Norhart Homes has submitted a sketch plan for the redevelopment of Arden Park for a <br />residential use. Arden Park consists of a Yard Waste drop off site for use by Ramsey County <br />residents. If the park is to be repurposed, consideration should be given to the relocation of the <br />yard waste drop-off. <br />DISCUSSION <br />Arden Park has been used as a yard -waste drop off site since 19841, and collects leaves, grass, <br />garden waste, and organics. The City and Ramsey County maintain an agreement for its <br />operation. Ramsey County operates seven collection sites. Other than Mounds View, the <br />nearest sites are in Arden Hills and White Bear Township. Both of these sites are larger and <br />collect branches, and dirt/sod (White Bear). <br />The Yard Waste area at Arden Park includes a fenced area approximately 200' by 225' (0.8 <br />acres) with two entrance points. When busy, Long Lake Road is used for car stacking. <br />The Arden Hills site is located at Tony Schmidt Regional Park, and includes about 1.3 acres, <br />with a % mile dead-end road used for car stacking (one access). <br />The White Bear site is located on county land, and includes about 4.8 acres, with a 250' <br />driveway. Sherwood Rd (Co Rd 4) is used for car stacking (one access). <br />Referring to the three above sites as guidelines, options (good & bad) investigated by Staff for <br />relocating the Yard -Waste site are attached. This is a work in progress, as there is no clear <br />solution of relocated the yard waste site within the City. Staff has discussed with Ramsey <br />County Parks if county land is available near the DMV/MnDOT Truck Station on Co Rd I. Use of <br />this parkland is restricted to recreational uses, by covenants when acquired from TCAAP. <br />RECOMMENDATION <br />Staff recommends that the City Council consider the highest and best use for Ardan Park, <br />whether that be as a Yard Waste site, a residential use, or a recreational use. <br />The yard waste site at Ardan Park has been an amenity and convince to Mounds View and <br />Ramsey County residents for many years. However, there are better uses for park land. It is <br />Staff's opinion that yard waste (grass, leaves, and organics) can be accommodated by resident's <br />waste haulers without a subsidy by the City (i.e. land). If redevelopment of Ardan Park for <br />residential use can be accommodated with public amenities (e.g. trails, etc), this would maintain <br />the use of the land as park land. <br />' Agreement between Ramsey County and the City of Mounds View, Aug 10, 1984. <br />
