Commercial/Industrial/Retail Business Subsidies generally should provide job creation at <br />acceptable wages on a case-by-case basis and add to the tax valve. Housing Subsidies should <br />generally meet the goal of providing housing diversity, rehabilitation, contribute to the goals of the <br />Met -Council, promote sensible land use, livable communities criteria, workforce housing, sensible <br />use of energy and/or design. <br />Background: <br />Methods used to achieve the goals and objective of economic development in Mounds View <br />include but is not limited to: Business Retention & .Expansion visits, marketing efforts, business <br />subsidies, and business assistance loans, housing loan programs for remodeling, landscaping, <br />emergency repairs, and mobile home improvements as well as home energy audits for improved <br />energy efficiency. The EDC annually updates their priorities. (Please see Attachment 1 for the <br />2018 EDC _Priorities) <br />In order to refocus the City's economic development priorities staff will review the sites and <br />conduct a City Council exercise to reveal their preferences for redevelopment including the <br />current Ramsey County taxable market rates and potential funding sources. <br />Discussion: <br />Council should discuss the results of the dotmocracy exercise and make any necessary <br />adjustments. <br />Recommendation: <br />Based upon Council's priorities from the results of the dotmocracy exercise the Council should <br />provide clear direction to staff on the following: <br />1. Which specific redevelopment sites are the Council's priorities? <br />2. What funding sources & amounts will be used to finance the top redevelopment <br />priorities? <br />3.
