City of Mounds View Staff Report <br />Item No: 4 <br />Meeting Date: May 7, 2018 <br />Type of Business: WS <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Emerald Ash Borer (EAB) Program <br />Background/Discussion: <br />On April 9, 2018, the City of Mounds View was notified by the Minnesota Department of <br />Agriculture (MDA), that a property in Mounds View has been confirmed to have Emerald <br />Ash Borer (EAB). On April 23, 2018, MDA along with Public Works Staff, surveyed the <br />City looking for additional Ash trees that may be infected. The survey found a large <br />number of Ash trees located in the Northwest section of the City to be infected with <br />EAB. There were minimal numbers of Ash trees, scattered throughout the other <br />sections of the City that showed signs of having EAB as well. <br />At the April 26th Parks, Recreation and Forestry Commission Meeting, MDA gave a <br />presentation on the findings of the survey as well as some recommendations in dealing <br />with EAB. The Parks, Recreation and Forestry Commission is recommending the <br />following for the City Council to consider and/or approve: <br />• Mass mailing to residents and property owners. Information and options <br />on EAB - focus in the Northwest area of the City for now <br />• Place EAB information in City newsletter, utility billing, website, facebook, <br />local paper <br />• Change Ordinance, Chapter 605, to include "No removal or heavy pruning <br />of Ash trees after May 1 through Oct 31" <br />• All City licensed tree contractors are required to notify the City if they find <br />an infected Ash tree <br />• City Council to Approve an Ash Tree Injection Program — injecting some <br />high valued City trees within parks and grounds. This may provide a lower <br />cost to residents and property owners for injecting Ash trees. This <br />program could be placed out for quote <br />• All licensed tree contractors, residents and business owners are required <br />to pull a no cost permit for injecting each Ash tree. Tracking purposes <br />only. <br />Staff will discuss these proposals and how Public Works will be monitoring and tracking <br />EAB in the City. <br />Respectfully submitted, <br />Don Peterson, Public Works Director <br />
