MOulvns VfE—W <br />City of Mounds View Staff R <br />Item No: 8D <br />Meeting Date: May 14, 2018 <br />Type of Business: CB <br />Administrator Review: _4X <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, Mounds View City Administrator <br />Item Title/Subject: Ordinance 944 Title 200 Updates to City Code <br />Introduction: <br />The City originally adopted a City Code in the early 1970's and does periodic updates. <br />As part of the entire data/records management project, we are endeavoring to update the <br />code with ordinances adopted since 2015 and also doing a review of the entire code <br />starting with Title/Chapter 1 (100) —Administration. <br />Council provided feedback to changes at the April 16th meeting as well as further feedback <br />at their May 7th Workshop. This is the first reading of Ordinance 944 with the second <br />reading scheduled for May 29tH <br />A short article on the entire code update and eventual codification has been published in <br />our web page and submitted to the Sun Focus for a potential article. That publication is <br />included as an attachment to this agenda item. <br />Discussion: <br />Upon review and obtaining input from the council the following changes are summarized <br />with an attempt to detail by technical or substantive. If in doubt, I listed under <br />substantive. <br />Technical Changes <br />1. Publication of proposal for bids in excess no longer needs to be published in city <br />of first class newspaper; city newspaper and trade journal sufficient (cost of first <br />class newspaper high and bidders all use trade journals). <br />2. Elimination of Contract Day Labor provisions — do not use and never have used. <br />3. Renaming of Mounds View Home Rule Charter, Chapter 202, Improvement Bond <br />Redemption Fund to Debt Service Fund <br />Substantive Changes <br />1. Senior Citizen Deferral on Assessments and Guidelines published — Could be <br />considered substantive but given our lack of assessments and issues related to <br />publishing guidelines for granting invoke some level of intrusion into applicants <br />personal issues, better to rescind and if hardship is sought, council can deal with <br />on case by case basis. <br />
