MOUNDSVIEW <br />City of Mounds View Staff Report <br />Item No: G <br />Meeting Date: May 14, 2018 <br />Type of Business:CB <br />Administrator Review: <br />7 <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: First Reading, Amending Ordinance 871, Municipal Code 600, <br />Section 605, regarding Shade Tree Disease and Pest Control. <br />Background: <br />On April 9 the City of Mounds View was notified by The Minnesota Department of Agriculture <br />(MDA) that a property in Mounds View has Emerald Ash Borer (EAB). On April 23, 2018, MDA <br />along with Public Works Staff surveyed the City of Mounds View looking for other trees that <br />may be infected. The survey found a large number of trees in the Northwest section of the City <br />to be infected with EAB, and only a few trees scattered throughout the City that also showed <br />signs of having EAB as well. <br />Discussion: <br />At the April 26th Parks, Recreation and Forestry Commission Meeting the MDA gave a <br />presentation on the findings of the survey as well as some recommendations in dealing with <br />EAB. The Parks, Recreation and Forestry Commission is recommending the following for the <br />City Council to consider and/or approve; <br />Change Ordinance, Chapter 605, No removal or heavy pruning of Ash trees after <br />May 1 through Oct 31. <br />All City licensed tree contractors are required to notify the City if they find an <br />infected Ash tree. <br />All licensed tree contractors, residents and business owners are required to <br />obtain a no cost permit for injecting each Ash tree. (Tracking purposes only.) <br />The following is the schedule for updating Ordinance 871: <br />May 14 City Council Meeting - First Reading & Introduction <br />May 29 City Council Meeting - Second Reading & Adoption (Public Hearing) <br />June 1 Publication in Sun Focus <br />Recommendation: <br />Attached is the updated Ordinance 871. Recommended changes are in blue and deletions <br />are stricken in red.
