Item 04
February 6, 2017, Work Session
Page 3

5. Outsource design/layout. As part of the preliminary RFP, several of the printers provided
information on design and layout services. A consultant could work with staff to create a new master
design for the newsletter. This is an opportunity to update branding and share style elements with
the new city website. Someone with expertise in mailpiece design could also ensure that formal
elements of the newsletter conform to postal regulations and meet best practices.

Cable Television Coordinator Vanessa Van Alstine has taken over layout of the newsletter since the
Winter 2015-2016 issue. The newsletter production is a time-consuming addition to the normal
duties. If there is not internal staff time availability and expertise for newsletter production, the city
could consider outsourcing newsletter layout and copyediting.

Questions:
Split YMCA recreation guide from city portion?
How to handle static park and community center rental information?
Move from 40-page grayscale to full-color glossy?
Focus on news versus information directory?
8 or 12 pages?
Paper preference? (Endeavor Velvet Book, EuroArt Plus Gloss Text, Pacesetter Silk Text)
Editorial committee?
Change to direct inkjet printing or keep ECRWSS carrier route?
Pick up spots currently at City Hall and Community Center. Add additional locations, such as the
library, gas stations?
Fold and sticker or mail flat?
Have printer do mail processing or add separate mailing house?
Discontinue advertising?
Outside assistance with creating graphic design/layout?
Outsource ongoing layout?

Recommendation:

Staff recommends that the City Council review and discuss options for Mounds View Matters. If the
Council is supportive of making changes, staff would submit request for bids to printers and bring a
resolution to the City Council for their consideration.

Respectfully submitted,

________________________
Vanessa Van Alstine

Attachments
1.
