Item No. 7. <br />Meeting Date: March 6, 2017 <br />Type of Business: Work Session <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Director of Public Works /City Engineer <br />Item Title/Subject: Water Treatment System Needs Assessment <br /> <br />Introduction <br />At the October 3, 2016 City Council Work Session, Public Works staff along with a consultant <br />from Advanced Engineering and Environmental Services, Inc. (AE2S) presented the initial <br />results from a comprehensive review of the water treatment system. At the conclusion, staff <br />stated that a follow up discussion would be scheduled after further study of the system. <br /> <br />Discussion <br />Since the last discussion, staff and AE2S have nearly completed the study of the water <br />treatment system. This study covered all six wells, three water treatment plants, the booster <br />station, and the supervisory control and data acquisition (SCADA) system. The study focused <br />on the treatment components and controls as opposed to the actual buildings. It should be <br />noted that there have been several building envelope projects completed recently including: <br />• Reroofing and masonry repairs at the Booster Station <br />• Reroofing and masonry repairs at Well #2 <br />• Roof and masonry repairs, and interior coating at the Ground Storage <br />Reservoir <br />• Reroofing at Water Treatment Plant #1 <br />• Structural repairs, interior and exterior coating and electrical work at the <br />Water Tower <br /> <br />The treatment systems have been in place and operating for over 25 years with no major <br />upgrades. The wells have had routine maintenance and rehabilitation on the pumps, column <br />pipe and motors; however, the actual controls and operating systems have seen only minor <br />maintenance and repairs. Additionally, repair parts are becoming more difficult to obtain. <br /> <br />Aaron Vollmer from AE2S will be in attendance to discuss the results of this study and present a <br />plan for making upgrades over the upcoming 3 – 5 years.
