<br />Item No: 3 <br />Meeting Date: August 21, 2017 <br />Type of Business: Work Session <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: National League of Cities Optional Service Line Warranty <br />Program <br /> <br />Introduction: <br /> <br />Mounds View has been approached by representatives from Utility Service Partners, Inc. <br />(USP), offering to make a presentation to the City Council regarding their “Service Line <br />Warranty Program”. This optional service to our residents would cover sanitary service <br />lines from the home to the main and/or all indoor plumbing. The services are voluntary and <br />no participation from the City is required aside from permission to offer such services to the <br />community. <br /> <br />Discussion: <br /> <br />According to the supplied literature from USP, “Many homeowners are unaware of their <br />responsibility for their service lines until they have a repair emergency. When they call the <br />City, they often find that they are faced with a costly repair and that the City can’t help <br />them.” Staff is aware of a few recent incidents where residents’ sewer lines collapsed <br />requiring very expensive repairs. Perhaps residents would desire an insurance product <br />that would provide some coverage in such events. Necessary repairs are conducted by <br />local, licensed and insured contractors. <br /> <br />Recommendation: <br /> <br />Review the provided information and consider the presentation from USP representatives. <br />The City would not be involved in the administration of the program or collection of <br />premiums.
