<br />Item No: 6 <br />Meeting Date: August 21, 2017 <br />Type of Business: Work Session <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Discuss Potential HR Specialist Position <br /> <br />Introduction: <br /> <br />The resignation of Assistant City Administrator Desaree Crane has created an opportunity <br />to review the job description and make changes to better reflect our current needs. Staff <br />believes that at this point, there isn’t a compelling need to maintain an assistant city <br />administrator position, however one of the core duties of the position should persist as a <br />position on its own—that being human resources. A couple years ago we had discussed <br />internally how such a position would be defined and a job description was created. <br /> <br />Discussion: <br /> <br />The attached job description for a Human Resources Technician is similar to other HR <br />positions in suburban communities. Given the combination of HR duties, business <br />licensing and City Clerk responsibilities, the position should continue to be full time. The <br />position could serve directly under the City Administrator or perhaps report to the Finance <br />Director. <br /> <br />Recommendation: <br /> <br />Review the draft job description for the position of Human Resources Specialist or HR <br />Technician to replace the Assistant City Administrator position. If the Council feels it would <br />be important to move forward with the position in advance of hiring a new City <br />Administrator, I would recommend asking Springsted to point the new position and <br />generate a market-rate compensation schedule before posting the position. Given the <br />present staffing deficiency, the City Council could ask an HR consultant to assist in the <br />marketing, collection, ranking and backgrounding of candidates for the position. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator <br /> <br />
