<br />Item No: 7E <br />Meeting Date: January 25, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Thomas Kinney, Chief of Police <br />Item Title/Subject: Resolution 8508 Approving the Hire of Police Officer Daniel <br />Stone <br /> <br />Introduction: <br /> <br />On September 8, 2014, the city council approved resolution 8300 authorizing the creation <br />of a new eligibility list for the purpose of hiring future police officers. Since that time, the <br />department hired two officers in February of 2015 from that established list. However, one <br />vacancy exists due to the resignation of Officer Andrew Ronning on November 25, 2015. <br />Presently, the size of the department is 18 sworn officers. <br /> <br />Discussion: <br /> <br />Filling this vacancy as quickly as possible will maintain the appropriate staffing of the <br />department and will avoid any additional expenses in overtime costs to backfill the <br />vacancies. <br /> <br />On January 15, 2016, the Police Civil Service Commission certified an active eligibility list <br />for the position of Police Officer. This list resulted from a revised hiring process this past <br />year based on previously conducted testing components. The commission certified the list <br />for the top three names which are as follows: <br /> <br />1. Daniel Stone <br />2. Charles Possert <br />3. Brandon Armstrong <br /> <br />The top candidate on this list has successfully completed all of the required testing <br />procedures, which included a general application, supplemental application questionnaire <br />and scoring sheet, cover letter and resume, a physical agility test, two oral board <br />examinations as well as a Chief’s interview, background examination, physical examination <br />and a psychological examination. Staff has personally met with and interviewed Daniel <br />Stone and feel that he would be an excellent addition to the department. <br /> <br />Staff is requesting to start this candidate on February 1, 2016. <br /> <br />Recommendation: <br /> <br />Staff recommends City Council approval of Resolution 8508, a resolution authorizing the <br />hiring of Daniel Stone, to the position of Police Officer at Step 1 ($22.63/hr) of the <br />compensation schedule in accordance with the Law Enforcement Labor Services Contract, <br />effective on February 1, 2016.
