<br />Item No: 07C <br />Meeting Date: February 8, 2016 <br />Type of Business: CB <br />City Administrator Review: ______ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8516, Approving the Joint Powers Agreement <br />Between Ramsey County and the City of Mounds View for <br />New Voting System Acquisition and Operation <br /> <br /> <br />Introduction: <br /> <br />In 2001, the City entered into a Joint Powers Agreement (JPA) with Ramsey County <br />Elections for a Voting Machine System. According to Resolution 5618, the City purchased <br />five voting machines over a five year period. <br /> <br /> <br />Discussion: <br /> <br />The City currently has an agreement with Ramsey County Elections for election services, <br />which includes the task of management and oversight of Primary and General Elections for <br />the City. Ramsey County Elections is requesting that the City enter into a JPA for the <br />purchase and operation of new voting machines. The new machines will read and count <br />paper ballots like the old machines do. However, the new machines will have a larger <br />display screen that will alert voters if a ballot error is made and provide instructions to <br />correct it. The new machines will also allow for faster processing of ballots. The new <br />machines will be used during the 2016 Primary and General Elections. <br /> <br />The City Council discussed this JPA at the October 7, 2013, Work Session with Ramsey <br />County Elections Manager Joe Mansky. At this Work Session, the City Council felt <br />comfortable in moving forward and enter into a JPA with Ramsey County for the purchase <br />of new election equipment. Attached for your reference is the October 7, 2013, Staff <br />Report, with attachments, for your reference. The Ramsey County Board approved the <br />attached JPA on January 19, 2016. Total proposed costs for the new election equipment <br />is addressed on Appendix C of the JPA. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of Resolution 8516.
