Item No: 07E Meeting Date: February 22, 2016 Type of Business: CB City of Mounds View Staff Report To: Honorable Mayor and City Council From: James Ericson, City Administrator Item Title/Subject: Resolution 8528 Authorizing Expenditure of Funds for Consultant Services Associated with the Police Chief Recruitment Process Introduction: On February 8, 2016, the City Council approved Resolution 8520 which authorized revisions to the Police Chief Job Description and authorized the advertisement of the opening. The position was advertised online on the City’s website, on the LMC website, the MN Post Board website and the MN Chiefs of Police Assn newsletter. The posting was also advertised in the Star Tribune with a corresponding posting listed on their website as well. Discussion: Staff had indicated at the Feb 8, 2016 meeting that assistance from a consultant or consultants would be necessary given the additional scope of work required for this position. Staff sought proposals from four area executive search firms, three of which responded: Waters & Company, David Drown Associates, and Setter & Associates. Brimeyer Fursman did not respond to my inquiry. There will potentially be three consultants used, with the Phase 1 costs anticipated to reach $9,000, at a maximum. Phase 2 would be the extensive background check at a cost not to exceed $2,500. The final phase would involve psychological evaluations which is not contemplated in this authorizing. Recommendation: Approve Resolution 8528 authorizing the utilization of consultant services in association with the recruitment and hiring of the City of Mounds View Chief of Police, not to exceed $11,500.
