Item No. 07A <br />Meeting Date: February 22, 2016 <br />Type of Business: Council Business <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Director of Public Works/City Engineer <br />Item Title/Subject: Resolution 8524, Accepting the Public Works Facility Space Needs Report <br /> <br />Introduction <br />At the September 8, 2015 City Council Work Session, staff discussed need to retain a consultant to perform a <br />space needs study. The request for proposals was subsequently approved at the September 14, 2015 Council <br />Meeting. On October 12, 2015 the City Council approved an agreement between the City of Mounds View and <br />Oertel Architects to perform the study. Oertel Architects completed a draft of the space needs study on <br />December 14, 2015 which also incorporated staff comments. This study was provided to the City Council on <br />December 17, 2015. During their January 4, 2016 work session City Council reviewed the study as presented <br />by Oertel Architects. <br /> <br />Discussion <br />At the City Council work session, Oertel Architects presented the space needs study to the City Council. <br />Council reviewed the report and discussed the various scenarios presented regarding the construction of a <br />new facility. The consensus of Council at the time was that staff moves forward with planning for the 30-year <br />growth needs estimated to be 29,272 square feet. <br /> <br />Council also requested that appropriate green/sustainable technologies be included as part of the total project <br />construction. It is likely that some of the sustainable options would be installed as part of a separate contract <br />after building construction is completed. This has the advantage of reducing the amount of overhead in the <br />construction contract while allowing the flexibility to include any new technologies that may be developed in the <br />near future. <br /> <br />Finally, staff will review financing options for constructing this facility, which is estimated to be $4.5 million. <br />These options will be presented to the Council at a later date. Total project funding will address design, <br />construction, inspections and sustainable technologies. Staff will be preparing a request for proposals (RFP) <br />for design services. The RFP will require the consultant to prepare project estimates as various milestones in <br />the design process. At each of those milestones staff will review funding in relation to the estimated project <br />costs. Staff will seek Council approval prior to releasing the RFP to consultants. <br /> <br />Staff recommends that the City Council adopt the attached resolution accepting the Space Needs Study, <br />directs staff to review financing options and prepare a request for proposals for design services for constructing <br />a new public works facility. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Brian Erickson, P.E. <br />Director of Public Works/City Engineer <br />
