16

Beginning in September and lasting into November, the police department conducted an
extensive investigation into the missing person case of Henry McCabe. Mounds View Police
investigators and other police staff devoted substantial time and resources into this
demanding investigation. Many challenges were presented in addressing cultural differences.
Ultimately, the missing person was tragically located deceased in a New Brighton lake.

On October 29, 2015, Chief Kinney participated in a Community Drug Forum held at Mounds
View High School. This involved a partnership with the Ramsey County Sheriff’s Dept, New
Brighton Police Department and Mounds View Police Dept., along with the “Know the Truth”
organization to provide education on drug abuse issues for teens and families.

Finally, on December 16th, a Shop with a Cop event was held at the Shoreview Target
location. Members of the Mounds View Police Department teamed up with the Ramsey
County Sheriff’s Department to make the holiday season more enjoyable for several families
of students enrolled in the Mounds View School District. The schools identified students and
families in need and the officers took them out for a night of shopping.

Officer Nate Garland was again the lead organizer of this most enjoyable experience for not
only the students involved, but for the officers present who helped with the shopping and the
gift-wrapping of the items purchased.

The many students with the Ramsey County Sheriff’s Deputies and Mounds View officers at Target
