Item No. 07E <br />Meeting Date: April 11, 2016 <br />Type of Business: CB <br />City Administrator Review: ______ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Erickson, P.E., Public Works Director/City Engineer <br />Item Title/Subject: Resolution 8547, Approve MnDOT Master Partnership Contract <br /> <br />Background/Discussion: <br />The Minnesota Department of Transportation (MnDOT) has proposed a Master Partnership Contract <br />with the City of Mounds View. This contract would provide a framework for MnDOT and the city to <br />provide payment to each other for services rendered. <br /> <br />The contract provides for two types of services. Technical (routine) services include services which <br />are clearly defined and do not require a detailed scope of work to complete. Services of this type <br />include pavement striping, sign repair, pavement condition data and materials testing. Any other <br />services outside of those mentioned would require a work order and defined scope of work. These <br />services could include roadway maintenance, construction administration and emergency services. <br />Under this contract the maximum that the State would pay is $50,000 for services rendered by the <br />City of Mounds View. <br /> <br />The primary use of this contract will be for routine laboratory services which would not require a work <br />order. These services are billed monthly when used. In particular, the City is required to provide <br />information on asphalt testing, and concrete batch plant and asphalt batch plant inspections on the <br />state aid portions of the Street and Utility Improvement Program. The average cost for the last three <br />contracts has been approximately $2,000. <br /> <br />Additional services could be provided under this contract via a work order. The contract allows for the <br />City Engineer to negotiate and approve these services with no further approvals required. However, <br />staff has structured Resolution 8547 such that Council needs to provide approval for any work orders. <br /> <br />This Master Partnership Contract has an end date of June 30, 2017. After that time a new five year <br />contract will be proposed for the City of Mounds View. <br /> <br />Recommendation: <br />Staff recommends that the City Council approve the attached MnDOT Master Partnership Contract. <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br />Brian L.
