Item No: 7G <br />Meeting Date: April 11, 2016 <br />Type of Business: Council Business <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report To: Honorable Mayor and City Council <br />From: Brian Erickson, Public Works Director <br />Item Title/Subject: Resolution 8549, Accept MDH Source Water Protection Grant <br /> <br />Background/Discussion: <br />The City of Mounds View has an established Drinking Water Supply Management Area (DWSMA) in <br />addition to a Wellhead Protection Plan (WHPP). The DWSMA covers an area within which there is a <br />potential for contamination of the aquifers that supply the drinking water supply for Mounds View. <br /> <br />In September 2015, staff met with representatives of Barr Engineering regarding the Wellhead <br />Protection Plan. During this meeting, a discussion regarding the Minnesota Department of Health’s <br />(MDH) Source Water Protection Plan Implementation Grant was held. Applying for and receiving <br />this grant would allow Mounds View to contract with Barr Engineering to complete some open action <br />items on the WHPP. <br /> <br />In October 2015, MDH notified staff that Mounds View had scored highly enough to qualify for the <br />grant; however, there was insufficient funding at that time. MDH anticipated that additional funding <br />would become available in March 2016. Staff was then notified that the full amount of funding was <br />available in March and the attached agreement was forwarded for execution. <br /> <br />The three action items that will be performed by Barr Engineering are: <br />1. Informational packets will sent to property owners whose usage could present a possible <br />contaminant source. These packets will include information on storage tank operation and <br />maintenance as well as best management practices. The cost for this service is $2,460.00. <br />2. Preparation of educational materials that can be posted on the city’s website, and placed in <br />City Hall for the general public to assist in understanding steps everyone can take to protect <br />the City’s water supply. The cost for this service is $1,855.00. <br />3. Research various state, county and federal databases to identify possible new contamination <br />sources. The cost for this service is $2,840.00. <br />The total cost of services from Barr Engineer is $7,155 and this is the full amount of the grant. The <br />only anticipated cost for this work is staff time, a bulk of which will be the City Engineer. <br /> <br />Should the City Council approve this agreement, staff will work with Barr Engineering to establish an <br />agreement to complete the work noted above. This agreement will be brought back to Council for <br />approval at a later date. It should be noted that no work will begin until a fully executed agreement is <br />received back from the MDH. <br /> <br />Recommendation: <br />Staff recommends that the Council accept the attached MDH Source Water Protection Grant. <br />Additionally, once a fully executed agreement is received from the MDH the City Engineer should <br />work with Barr Engineering to draft an agreement to complete the work as noted above. <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian L.
