Mounds View City Council April 11, 2016 <br />Regular Meeting Page 2 <br /> <br />Mayor Flaherty encouraged the tenant to contact the City regarding the liquor license. City 1 <br />Administrator Ericson explained that in order for the City Council to consider approving a liquor 2 <br />license, all outstanding fees had to be paid in full, which included utilities and property taxes. 3 <br />Until this happens, the City was not in the position to grant a license. 4 <br /> 5 <br />Mayor Flaherty questioned how the Council wanted to proceed with this matter given this was an 6 <br />unusual situation. 7 <br /> 8 <br />City Administrator Ericson explained he spoke with Zulfiquani Punjani last week regarding the 9 <br />Council’s denial of the liquor license request. He indicated the applicant would have to start the 10 <br />process over again. He reported the City was willing to waive the investigation fee and notices 11 <br />would have to be sent regarding the new liquor license request. He stated the City would not 12 <br />consider the application until the property taxes had been paid. 13 <br /> 14 <br />Mayor Flaherty believed this was a legal matter that needed to be reviewed by the City Attorney. 15 <br />City Administrator Ericson indicated he would reach out to the City Attorney. 16 <br /> 17 <br />Council Member Meehlhause commented that he could not support a liquor license for this 18 <br />property until the property taxes were paid in full, as this has been the requirement of all other 19 <br />liquor license holders. 20 <br /> 21 <br />Council Member Hull supported this matter being reviewed by the City Attorney. 22 <br /> 23 <br />Council Member Mueller wanted to ensure the Council was following City Code. For this 24 <br />reason, she believed the Council would not be able to move forward with a liquor license given 25 <br />the fact the property taxes were delinquent. 26 <br /> 27 <br />Council Member Gunn agreed and apologized for the difficult position this put the landlord in. 28 <br />She discussed the timeline necessary to approve a liquor license noting it would take longer than 29 <br />14 days. 30 <br /> 31 <br />Council Member Hull asked if the landlord had any other tenants interested in leasing the 32 <br />property. PJ commented his father had no one else interested in leasing the space. 33 <br /> 34 <br />Mayor Flaherty encouraged Zulfiquani Punjani and the applicant investigate their options further. 35 <br />He stated unfortunately, the Council had to follow City Code on this matter. 36 <br /> 37 <br />6. Introduction of Charlie Smith, Newly Appointed Fire Chief for the SBM Fire 39 <br />Department. 40 <br /> 41 <br />Harley Wells discussed the hiring process that was followed by the Fire Board to select a new 42 <br />Fire Chief.
