<br />Item No: 07C <br />Meeting Date: June 13, 2016 <br />Type of Business: Council Business <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Second Reading and Adoption of Ordinance 915 Revising <br />Chapter 1012 of the Municipal Code Regarding Rental <br />Dwelling License (ROLL CALL VOTE) <br /> <br />Introduction: <br /> <br />Community Development staff have been working for the last few months to come up <br />with new language to address known deficiencies in our rental dwelling license <br />regulations as well as to address issues not previously addressed. The proposed <br />ordinance represents the culmination of its work on the matter. <br /> <br /> <br />Discussion: <br /> <br />The City of Mounds View has long had a multi-family rental inspection and licensing <br />program. In 2008, when foreclosed homes were being converted to rental properties, <br />the Code was amended to expand licensing to any rental property, including single <br />family homes (with some exception.) Since that time, the City attempted to provide <br />additional clarity concerning the program and inspection policies. The following <br />summarizes these proposed changes. <br /> <br /> <br />1012.02: Four new definitions have been added to provide reference to new code <br />language. The new definitions will be alphabetically inserted into the section <br />causing other definitions to be renumbered. <br /> <br />1012.03: Additional exceptions and exemptions are added to the Code to address <br />living situations not originally considered with the 2008 expansion to include <br />single family homes. <br /> <br />1012.03: The discounts provided for the various levels of MN Crime Free Housing <br />participation have been moved to 1012.08 with additional participation <br />requirements noted. <br /> <br />1012.03: New information regarding conversion fees has been added to address <br />situations not originally contemplated with the 2008 revision. <br /> <br />1012.03: New section added to require that all tenants of all rental properties, except <br />those licensed by the County or the State, sign a lease and that all leases <br />include a Crime Free Housing Addendum with specific criteria. <br />
