<br />Item No: 7F <br />Meeting Date: June 13, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Planner <br />Item Title/Subject: First Reading and Introduction of Ordinance 919, an <br />Ordinance Amending Chapter 1008 of the Mounds View <br />Municipal Code Regarding Dynamic Display Signs <br /> <br />Introduction: <br />Dynamic Display Signs (animated digital signs) are a permitted use in the B-2, B-3, B-4, <br />and Commercial PUD districts. Such signs may be used by schools, churches, places <br />of worship or other institutional uses in residentially zoned districts, through a <br />Conditional Use Permit (CUP). A restriction is that such signs utilize “amber” colored <br />lights. When the City Code was amended in 2011, the thought was that amber is a less <br />obtrusive color, and that the use of multi-colored lights may create a nuisance onto <br />residences. <br /> <br />Discussion: <br />Recently, Messiah Lutheran Church obtained a CUP for a Dynamic Display Sign in an <br />R-1 district, and Variances to setbacks and sign color (Planning Case MU16-001). <br />During the Planning Commission’s May 18th meeting considering Messiah, discussion <br />included that Dynamic Display Signs have been in use for several years, and that <br />people have gotten use to them. Thus, if the City permits their use in residentially <br />zoned districts (with a CUP), the color of the lights is not an issue. <br /> <br />The Council briefly discussed this topic during the May 23rd approval of Messiah’s CUP, <br />and concurred with the Planning Commission regarding sign color. The Planning <br />Commission discussed this again on June 1st, recommending approval of the <br />amendment. <br /> <br />If the City Code is amended, it may affect areas in proximity to Pinewood Elementary, <br />Edgewood Junior High, Messiah Lutheran Church, Sunrise Methodist Church, Church <br />Upon the Rock, and Abiding Savior Lutheran Church. Although a Public Hearing is not <br />required, a notice will be mailed to property owners within 350’ of those locations, <br />notifying them of the June 27th Council meeting (Second Reading and Adoption). <br /> <br />Recommendation: <br />Staff recommends that the Council conduct a First Reading and Introduction of <br />Ordinance 919, an Ordinance Amending Chapter 1008 of the Mounds View Municipal <br />Code Regarding Dynamic Display Signs. <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />Jon Sevald, AICP <br />Planner
