<br />Item No: 07G <br />Meeting Date: June 13, 2016 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8592, Approving a Contract with Ramsey County <br />for Election Services <br /> <br /> <br />Background <br /> <br />On November 13, 2012, the Mounds View City Council approved a contract with Ramsey <br />County for election services for 2013-2016. This contact authorized Ramsey County to <br />assume primary management and oversight of election activities for the City during the 2014 <br />and 2016 Primary and General Elections. <br /> <br />Discussion <br /> <br />Attached is an election contract between Ramsey County and the City of Mounds View for <br />election services from 2017 to 2020. There are no changes in costs for 2017 and 2018. <br />There is only one change in the agreement for 2019-2020 to accommodate the presidential <br />election, which will likely be scheduled in March of 2020. <br /> <br />On May 22, 2016, the governor signed a law which authorizes a presidential primary. This <br />would be a separate primary from the state primary in August. According to the attached <br />agreement, Ramsey County will provide an estimate of the costs for a presidential primary by <br />July 1, 2019. In addition, the City will pay all costs applicable to the City for the presidential <br />primary in 2020. Ramsey County is required to provide the City with an estimate of the <br />costs of conducting a presidential primary by July 1, 2019. Staff would estimate the cost to <br />be around $10,500. <br /> <br />This contract agreement may be terminated by any party by written notice no later than June <br />1st of any year, effective on January 1st of the following year. If the City did not agree with <br />the costs provided by Ramsey County for the 2019-2020 years, then City could make the <br />decision to terminate the contract agreement as long as the City gives proper written notice. <br /> <br /> <br />Recommendation <br /> <br />Staff prepared Resolution 8592, which approves a contract with Ramsey County for election <br />services for 2017 to 2020.
