<br />Item No: 07A <br />Meeting Date: June 13, 2016 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Public Hearing, Second Reading and Adoption of Ordinance <br />918, an Ordinance Assigning the Name “Mounds View <br />Boulevard” to That Part of County Road 10 Located within <br />the City of Mounds View <br /> <br />Introduction: <br /> <br />The City has been debating the issue of the County Road 10 / Highway 10 problem for <br />many years, presumably beginning not long after Ramsey County decided to maintain the <br />numerical designation for the old Highway 10 corridor after the new Highway 10 opened. <br />Perhaps the decision to not change the name or number was based initially on the fact that <br />since there would be no homes or businesses fronting the new Highway 10, keeping the <br />“10” designation would limit disruption to the businesses on the corridor (at least from a <br />mail delivery and addressing perspective.) Over the years, however, businesses have <br />complained about difficulties with clients finding their locations, missed appointments, <br />missed deliveries, GPS conflicts, etc. People intending to come to City Hall would often <br />call from Anoka or other points wondering where we were. While the confusion has <br />diminished to a small extent over time as familiarity has increased, conflicts remain <br />commonplace. <br /> <br />History: <br /> <br />The City has twice worked with the cities of Spring Lake Park and Blaine to resolve the <br />County Road 10 / Highway 10 conflict. In 2005, a task force was created to come up with a <br />name for the corridor. Four names were put forth from that process, however no action <br />was taken to move ahead with the name assignment. In 2012, the City Council initiated <br />another task force to revisit the issue. One name was agreed upon by the three cities and <br />community partners—Northtown Boulevard. A second alternate name was put forth— <br />Mounds View Boulevard—in the event the City were to go forth on its own. <br /> <br />After the three cities decided on the name, staff began working with the County and <br />MnDOT to determine the cost of signage replacement. For County signage within the <br />corridor, each city would be responsible for costs associated with swapping out the signs <br />within their municipal boundaries. Jim Tolaas from Ramsey County estimated the cost for <br />Mounds View would be about $12,000. As for the MnDOT signs, we were initially told they <br />would cost about $50,000 to update, however we were later informed that the cost would <br />actually be closer to $500,000 and that a complete sign inventory would need to be <br />completed by the cities to move the project forward. Given the high costs, the cities <br />decided to “table” further action on the initiative. <br />
