<br />Ordinance 918 Discussion <br />June 13, 2016 <br />Page 3 <br /> <br />Public Input: <br /> <br />On June 3, 2016, staff mailed notices (attached) to every property owner and occupant on <br />County Road 10 regarding the hearing scheduled for June 13. As of June 9, 2016, staff <br />had received only one comment from a business owner, in opposition. The owner, George <br />Winiecki, believed the change would create confusion rather than reduce confusion. He <br />was not aware that so many business continue to have troubles with clients and customers <br />getting lost or missing appointments and would ultimately support whatever action the <br />Council takes, though remains opposed. <br /> <br />Authorities Having Jurisdiction: MnDOT & Ramsey County <br /> <br />City staff has consulted with MnDOT staff regarding the timing of the name assignment, <br />given that the I-35W North Project is not yet fully funded and, best case scenario, would <br />not begin construction until 2018. Mark Lindeberg has indicated that if the Council would <br />like to move ahead with the name change and begin the process locally with Ramsey <br />County, MnDOT would not be opposed, but reiterated that if the City wanted the signs on <br />35W changed immediately, it would be at the City’s expense. (If signs are updated in <br />conjunction with the 35W North Project, there would be no cost to the City.) <br /> <br />Staff has not yet received a response from Ramsey County as to whether the County will <br />pay for the cost of the new signs within the corridor. As staff has pointed out, there are <br />four different names shown along the corridor for the roadway, and it is staff’s position that <br />they need to be replaced for consistency sake and retro-reflectivity purposes anyway. <br /> <br />Recommendation: <br /> <br />Staff has prepared Ordinance 918, an ordinance which assigns the name, “Mounds View <br />Boulevard”, to that section of CSAH 10 located within Mounds View, from County Road H <br />to Pleasant View Drive. Action requested for this meeting is to open the public hearing and <br />consider any testimony offered. The Council may then choose to keep the public hearing <br />open and delay action on the ordinance, or close the public hearing and either delay action <br />or consider the second reading and adoption of the ordinance.
