<br />Item No: 7D <br />Meeting Date: June 27, 2016 <br />Type of Business: Council Business <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Planner <br />Item Title/Subject: Second Reading and Adoption of Ordinance 919, an Ordinance <br />Amending Chapter 1008 of the Mounds View Municipal Code <br />Regarding Dynamic Display Signs (ROLL CALL VOTE) <br /> <br />Introduction: <br />Dynamic Display Signs (animated digital signs) are a permitted use in the B-2, B-3, B-4, and <br />Commercial PUD districts. Such signs may be used by schools, churches, places of worship <br />or other institutional uses in residentially zoned districts, through a Conditional Use Permit <br />(CUP). A restriction is that such signs utilize “amber” colored lights. The intent is that amber <br />may be less obtrusive to nearby residents. <br /> <br />Discussion: <br />On June 1st, the Planning Commission approved a Variance for Messiah Lutheran Church to <br />utilize multi-colored lights on a Dynamic Display in a residential district (Planning Case <br />MU16-001). During the Planning Commission’s May 18th meeting, discussion included that <br />Dynamic Display Signs have been in use for several years, and that people have gotten use <br />to them. Thus, if the City permits their use in residentially zoned districts (with a CUP), the <br />color of the lights is not an issue. <br /> <br />If the City Code is amended, it may affect areas in proximity to Pinewood Elementary, <br />Edgewood Junior High, Messiah Lutheran Church, Sunrise Methodist Church, Church Upon <br />the Rock, Abiding Savior Lutheran Church, and Cross of Glory Lutheran Church (Bethlehem <br />Baptist Church is surrounded by industrial). Although a Public Hearing is not required, a <br />notice was mailed to property owners within 350’ of those locations, notifying them of the <br />June 27th Council meeting. Staff heard from one resident near Pinewood Elementary who is <br />opposed to the existing lighted non-dynamic display sign because it is a distraction, and <br />would oppose any additional lighted signs at the school. <br /> <br />Recommendation: <br />Staff recommends that the Council conduct a Second Reading and Adoption of Ordinance <br />919, an Ordinance Amending Chapter 1008 of the Mounds View Municipal Code Regarding <br />Dynamic Display Signs. <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />Jon Sevald, AICP <br />Planner <br /> <br />Attachments: <br />Notice <br />Ordinance 919
