<br />Item No: 07A <br />Meeting Date: June 27, 2016 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Second Reading and Adoption of Ordinance 920, an <br />Ordinance Renaming “Highway Avenue” to “County Road H” <br />Located within the City of Mounds View <br /> <br />Introduction: <br /> <br />On November 10, 2014, the City Council approved Resolution 8323 which articulated its <br />support of a jurisdictional transfer of Highway Avenue from MnDOT to Ramsey County. In <br />addition to the jurisdictional transfer, the County had requested a functional reclassification <br />from “B Minor Arterial” to “A Minor Arterial”, in anticipation of the expanded and improved <br />capacity designed for the Rice Creek Commons project. <br /> <br />Discussion: <br /> <br />Most people know this section of roadway as County Road H, however because the <br />roadway was not owned by the County, its assigned name did not reflect the “county road” <br />moniker. With the jurisdictional transfer complete, staff felt it was time to eliminate the <br />reference to Highway Avenue and formalized the commonly used County Road H <br />reference. <br /> There are three properties that would be affected by the name change—RJ Riches, <br />Lucky’s Gas Station and the Park & Ride Lot. RJ Riches expressed support for the name <br />change. Staff sent a hearing notice to the newspaper to be published on June 17 and sent <br />formal notices to the affected property owners in the event any would like to comment <br />regarding the name change. <br /> <br />Recommendation: <br /> Staff has prepared Ordinance 920, an ordinance which changes the name of Highway <br />Avenue to County Road H.
