9 <br /> CITY COUNCIL <br /> MEMO <br /> To: Mounds View City Council <br /> From: James Ericson, Planning Associate c <br /> Subject: Discussion Regarding Proposed Development Review of Fourplex at 7623-29 <br /> Woodlawn Drive <br /> Date: Meeting of June 7, 1999 <br /> Background: <br /> The Planning Commission, at their meeting on June 2, 1999, reviewed the request of PMJ Group, <br /> Inc., represented by Mike and Phil Juaire, to develop vacant land located at 7623-29 Woodlawn <br /> Drive. They are proposing a four-unit multi-family dwelling on the site. The Planning <br /> Commission, after much discussion, voted to recommend approval of the development review, <br /> conditioned upon certain things being done prior to and after Council review. The Commission's <br /> resolution is attached for your reference. <br /> Discussion: <br /> The proposed two-level structure is situated on the irregularly-shaped lot to take full advantage of <br /> available space, yet creates some difficulties in terms of parking and access as well as drainage. <br /> Attached to this report is a copy of the revised front elevation. I am not enclosing a copy of the <br /> overall site plan as it is undergaing a further revision in response to the Planning Commission <br /> action. This revised site plan may be available for your meeting on June 7, 1999. <br /> The items that the Planning Commission felt needed improvement and/or further work included <br /> the drainage plan, the landscape plan, and the parking layout. The Planning Commission also <br /> recommended that the required drainage and utility easements be drafted and executed prior to <br /> building permits be issued. Staff will be looking into the possibility of obtaining an easement for a <br /> storm sewer across another property fronting County Road I in an effort to address potential <br /> drainage issues. <br /> Direction: <br /> The sole intent of bringing this to you prior to the June 14th meeting is to call your attention to <br /> the project and to ask that if there are any comments and/or suggestions with regard to the <br /> building or site plan which can be addressed before the regular meeting. <br />
