Mayor Coughlin stated this has been discussed a fair amount and he has raised a variety of <br /> questions, called staff, and received answers to his satisfaction, as all are afforded that same right <br /> to do. He stated that he does not think discussing this further as being of any great benefit. <br /> Mayor Coughlin stated that he opposes laying this over since he does to believe further <br /> discussion would change the situation. <br /> Council Member Stigney stated this Council specifically wanted to keep Council meetings to <br /> Council decisions and work session decisions to work session issues. He stated that he has many <br /> questions and to be fair to him as a Council Member and residents,he believes this decision <br /> needs more deliberation than has occurred. Council Member Stigney stated he does not have the <br /> same level of comfort the Mayor has. <br /> Council Member Marty stated he admires and respects Ms. Schmidt and has no qualms about her 'F; <br /> but, as Council Member Stigney stated about the last work session, the Council spent 15 minutes, <br /> tops, on this issue. He stated that he would feel more comfortable justifying this decision if some <br /> of his questions could be answered. Council Member Marty stated he generally goes along with ti, <br /> it but would like to be able to justify a decision one way or the other and this is why he would <br /> agree to put this on the next work session agenda. He stated that he does not believe this issue <br /> needs to be dragged out and suggested the questions be posed ahead of time so answers can be <br /> received ahead of time. <br /> Ayes - 2 (Marty, Stigney). Nays-3 (Coughlin, Quick, Thomason). Motion failed. <br /> MOTION/SECOND: Quick/Coughlin. Motion to adopt Resolution 5334, a Resolution <br /> Approving the Reclassification of the Position of Assistant to the City Administrator to Assistant <br /> City Administrator. <br /> Council Member Stigney asked if he will have the opportunity to ask his questions tonight and <br /> get answers or if he will have to base his decision on incomplete information. <br /> Mayor Coughlin stated the Council has been afforded the opportunity to ask questions and direct <br /> questions since it appeared in the Council packet six weeks ago. <br /> Council Member Stigney asked if he will have the opportunity to ask questions tonight. <br /> Mayor Coughlin stated that, in accordance with Roberts Rules of Order, each member will have <br /> two opportunities to speak up to ten minutes in length. <br /> Council Member Stigney stated his concern is that this has not been defined,the justification for <br /> the existing problem has no basis of merit but it is hoped it will pay for itself,there is no <br /> guideline saying how much this will save or cost, and no cost benefit analysis has been <br /> accomplished. He stated that he does not understand the problem and has not explored alternate <br /> solutions. Council Member Stigney stated that this is why he requested the lay over.
