Item No. (67
Staff Report No.
Meeting Date: 5/3/99
Type of Business_ WK
WK:Work Session;PH:Public Hearing;
CA:Consent Agenda;CB:Council Business
City of Mounds View Staff Report
To: Honorable Mayor and City Council Members
From: Steve Dorgan, Housing Inspector
Item Title/Subject: Housing Program Grant Applications
Date of Report: April 28, 1999
SUMMARY
In February, the city council approved grant applications to the Minnesota Housing
Finance Agency (MHFA) and Ramsey County for existing and proposed housing
programs. Grants were requested to fund the existing Housing Replacement Program
and proposed Interest Subsidized Home Improvement Loan Program and Crime Free
Multi-Housing Certification Grant Program.
Ramsey County_
On April 27th, the Ramsey County Board formally approved Mounds View's grant
requests for the Housing Replacement Program (HRP) and the Crime Free Multi-
Housing Grant Program (applied jointly with the City of New Brighton). Mounds View
applied for a $150,000 grant for the HRP and was awarded $75,000. Both Mounds
View and New Brighton received the entire grant request of$25,000 for the Crime Free
Multi-Housing Certification Grant Program. Mounds View was the only suburban
Ramsey County city to apply for Community Development Block Grants this year.
Minnesota Housing finance Agency
The MHFA Board recently reviewed and selected proposals for funding. Mounds View
submitted two separate grant requests; $150,000 to supplement the Housing
Replacement Program and $70,000 to provide interest subsidies for an existing Home
Improvement Loan Program. Both applications were denied.
PROGRAM IMPLIMENTATION
Ramsey County CDBG grant funds will become available on July 1, 1999. Staff will
continue to work with the County to finalize each program's criteria prior to
implementation. Mounds View's HRP will be able to access $75,000 for single family
scattered site acquisition and clearance of buildings for redevelopment purposes. The
grant will require that at least 51% of persons benefiting from the created housing
qualify as low-moderate income or having a household income of less $51,000 for a
family of four.
