Kessel, Finance Director <br /> Item Title/Subject: Update on YMCA and catering contract for Community Center <br /> Date of Report: April 1, 1999 <br /> YMCA Contract <br /> Attached is the latest contract with the YMCA. Kennedy& Graven reviewed the Contract and <br /> made several changes. After their review, I met with the YMCA and based upon that discussion, <br /> the contract was modified with the strike outs and underlining you will see on the attached <br /> contract. The main section that needs to be discussed with the YMCA in greater detail is the <br /> compensation section. Staff needs input from the Council relating to the main provisions of the <br /> contract to insure that we are addressing your concerns. <br /> Liquor Catering contract <br /> It is the staffs' opinion that to limit the City's liability and also to minimize potential problems at <br /> the Community Center, that all liquor(intoxicating and non-intoxicating) liquor must be <br /> dispensed by a holder of a valid on-sale liquor license. To maintain control, we feel that it should <br /> be a Mounds View licensee. We contacted the three such licensees in Mounds View and only one <br /> was interested in providing such service. Our goals in negotiating a contract were to have some <br /> control over the price charged, obtain a% of sales for the City, insure that liquor is dispensed in <br /> accordance with state laws, that crowds do not get out of control,that if there is damage to the <br /> Facility that the liquor vendor covers the cost to repair such damage, and to minimize disruptions <br /> with other users of the Facility. <br /> If the Council is uncomfortable with an exclusive vendor,we would recommend that a list of <br /> approved vendors be approved, but that the list be restricted to a set number. If the Council <br /> wishes to allow a licensee from a surrounding community to dispense liquor at the Facility, we <br /> may need to amend our Code or require that such a licensee become licensed in Mounds View. <br /> Food Catering Contract <br /> Again, our goals were similar to the Liquor catering, ie to have some control over the price <br /> charged, obtain a% of sales for the City, insure that proper sanitary methods are used, that if <br /> there is damage to the Facility that the caterer covers the cost to repair such damage, and to <br /> minimize disruptions with other users of the Facility. <br /> To date, no other cater has expressed a serious interest in providing catering services at the <br /> Facility. One caterer indicated that there would not be enough volume to make it worth their <br /> while. <br /> Elegant Tymes has brought corporate business to the Facility that we would not have otherwise <br /> received. It also split the cost of a booth at the Mpls bridal fair, and has performed other joint <br />
