APPENDIX A <br /> BUILDING INSPECTOR POSITION DESCRIPTION <br /> _.Position Description: <br /> Perform comprehensive building, housing and fire inspections on residential, commercial and <br /> industrial properties to ensure compliance with existing city and state codes and policies governing <br /> new construction and existing structures. <br /> Essential Duties and Responsibilities: <br /> • Provides a set number of hours per week in a specified time frame (to be decided upon by <br /> the parties) whereupon the City of Mounds View can schedule inspections. <br /> • Provides a set number of hours per week in a specified time frame (to be decided upon by <br /> the parties)to be present in Mounds View City Hall for resident walk-ins. <br /> • Provides guidance and assistance in all areas of building permit applications and reviews all <br /> submitted permits to ensure compliance with established state and local codes and <br /> ordinances. <br /> • Oversees and issues permits which are in compliance and provides assistance in identifying <br /> changes required in specifications to meet established codes. <br /> • Calculates building permit fees and ensure that all fees are assessed accordingly. <br /> • Conducts on-site comprehensive inspections to ensure compliance with existing codes <br /> including building,mechanical, plumbing, fire and housing. <br /> • Ensures all related paperwork is completed and full documentation is available for decisions <br /> related to the inspection process. <br /> • Provides concise code interpretations for those circumstances in which there is a difference <br /> of opinion of the specific intent of a specific code provision. <br /> • Assists with city, county, state, and federal programs by taking applications, performing <br /> inspections and completing paperwork necessary to provide eligibility for applicants. <br /> • Reviews contractor license applications for recommendation to the City Council. <br /> • Investigates citizen complaints related to the building,housing,and fire code activities of the <br /> City with the goal of resolving issues in the best interest of all concerned. <br /> Peripheral Duties: <br /> • Informs the Public Works and Community Development Director of any inspection related <br /> activities which require immediate attention or action. <br /> • Consults with the City Attorney as required to review and assure proper legal requirements <br /> are being met in all building,housing, and fire code activities, or to initiate legal action to <br /> ensure code compliance. <br /> • Continually reviews existing code and ordinances for consistency in ease of enforcement and <br /> interpretation and recommend modifications wherever necessary. <br /> • Attends meetings as assigned or as requested when matters relate to responsibilities assigned. <br /> N:\users\cans\build.con 9.Mounds View Building Inspector Contract-Draft I-2/1/99 <br />
